Katsuhiro Yamaguchi currently serves as the Director of Policy Research at the Policy Research Institute within the Ministry of Land, Infrastructure and Transport. The Institute was established with the creation of the new ministry in January 2001, as part of a broad program of governmental reform in Japan. The Institute is tasked with carrying out research for the purpose of crafting effective transportation policy.

Current research topics include:

Communication and information technologies to enhance transport services in the 21st century

User benefit analyses of major infrastructure investments and major transport policies, using the computable general equilibrium model, the land-use/transport interaction model, and new economic geography theory

Demand forecast strategies for the emerging recycled goods transport market

Risk analysis in transport policies, including the utilization of real option theory in public investments, and the risk communication method in natural disaster forecasting

From 1983 to 2000, Mr. Yamaguchi served at the Ministry of Transport in various areas including road transport, aviation, communication and information technology, and physical distribution. In 2001, with the formation of the Ministry of Land, Infrastructure and Transport, Mr. Yamaguchi led several e-government initiatives, including introducing electronic application systems and a new security policy.

In the 1990s, Mr. Yamaguchi worked on deregulation in the fields of taxi service and domestic aviation. Earlier in his career, he served on a delegation to participate in U.S. – Japan aviation talks. Mr. Yamaguchi received a bachelor of law degree from the University of Tokyo in 1983, and an MBA with distinction from the University of Michigan in 1990.
